I am very confused. First they retrogress and then they make it unavailable. How could they be in the dark with regards to the number of "approvable" applications!!!:mad:
The fact remains that there is no structured information available to anyone (even USCIS or DOS themselves) on Priority Dates. It is nothing more than a date written in ink on paper applications. Cutoff date movements are purely based on guess work. Centers work on cases in order they physically receive them (irrespective of their PD's). While approving if they find PD is not current, case is put aside and next one is taken up. In the past cutoff dates in July-Sep period were moved forward so that "put aside" are minimized (thereby maximizing efficiency), else their bosses will question for not using all visas.

Folks,
I got greened today, surprisingly. Could anyone let me know what are the good numbers to reach a human in USCIS, hopefully with less wait time. I wanted to check with them what address they have on file. I filed an address change in JUne but I am not sure if they have it right in their systems. Also, is there a way to get this information without calling them.

I have not done a lot of analysis... looks like on 9/1 majority of approval were from TSC and 9/2 was NSC.... today again so far TSC... can you call it a pattern?

I beg to differ from your point of view that approvals are on PD. If you take a good look at the PDs of approved cases posted here, you will there are many post July 04 (mostly in Oct and Dec 04) and we all know there are many before that.
They are clearly going by ND. I have seen 1/2 case approved that had ND after 8/30/07

Centers review/preadjudicate cases based on 'real' receive dates (which are close to notice dates), as physical files are sorted in that sequence. That is happening. Sept VB was available couple of weeks ago, which prepared them to issue formal approvals as soon as September starts. USCIS SOP describes that once cases are preadjudicated they are shelved (wating for visa) in sequence of PD's. Therefore, most approvals are preadjudicated cases.
Congratulations to All who got approved. Best wishes to those still counting. If you ND is not too far from published dates (i.e. it is sometime in Aug/Sep/Oct 07), and your PD is high, there is very high chance of you getting a good news soon.

What I meant is that he has REMOVED that advisory from the site. He has not printed an actual retraction.

The mystery is solved. I have corresponded with Charlie Oppenheim in the Visa Office. He confirmed that the 27% limit does apply. He explained that during this fiscal year, the CIS consumed an unusually large number of Indian EB2 visas, thus making the category unavailable despite a retrogression in the cuoff date which was intended to hold number use within the limit.
He said that based on his discussions with the CIS, he was informed that the CIS did not feel that the current amount of pending Indian first preference demand would be insufficient to use all available numbers under the limit. Therefore, he allowed some of those numbers to fall down into Indian second preference.
So, the Indian second preference numbers used to establish a cutoff date for April are coming from left over Indian first preference, not worldwide numbers.

etf is very much like a pool of money that is used to buy certain set of stocks and then that set of stocks itself is divided into many equally priced units and sold to you, me and who ever wants to buy. after the "units" are sold, there are no new contributions to the pool of money and the stock composition does not change (in most cases). the exception is that in some cases, when the etf's "set of stocks" is actually a representation of an index (e.g. the SPY etf tracks s&p500), if the index itself changes (so if s&p 500 gets a new stock in it and an old stock is removed) then the etf holdings may change. to do all this crap, the company that puts together the initial pool of money charges a management fee.
the closes relative of an etf is the closed ended mutual fund. the only difference is that there is active management of the fund throughout it's life to maximize returns (i.e. stocks are bought and sold). typically, to do this crap, companies (understandably) charge more management fee.
in investor's terms, if you want direct but diversified exposure to a specific sector or specific index or specific anything of the market, then ETFs are a great instrument!

Your EB2 application will be new application so your EAD won't become invalid.
if someone with a PD of before July 2007 that is with EAD, ports to EB 2, will they lose their EAD card/status??

There maybe actions such as sending emails etc. However we would not be able to open a public action item unless we can have thousands of our members willing to participate in a grassroots action item. This survey intends to understand the needs of our membership for this provision and collect grassroots information.
The fact is we have a dedicated group of volunteers (and we need more) who have been trying their best to spread the message about this initiative so that a strong grass-roots support can be created leading up to launch of the public action items. So far we have around 1100 people who have responded. Based on quick calculations carried out using PERM data, it is estimated that there are at least 60K-70K EB applicants waiting to file I-485/EAD/AP (this is a very conservative estimate..the actual number could be much more).
